Phan Thu Ngan was born in Dong Nai in and was crowned Miss Vietnam in 2000 when she was a second year student at Van Lang University, Ho Chi Minh City. She also got the best answer award in the competition. After Miss Viet Nam 2000 beauty peagant, she married and refused to compete in Miss Universe 2001. Her husband is Mai Thanh Hai, the son of the then Deputy Minister Mai Van Dau. However, both her husband and his father is still in prison for corruption charge.
